Bump nodelocaldns to 1.16.0 #6916

This new version uses the same base image as kube-proxy
(k8s.gcr.io/build-image/debian-iptables)
This allow to automatically pick iptables-legacy or iptables-nft,
and be compatible with RHEL/CentOS 8
kubernetes/dns#367

Hi @champtar. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

@champtar now that #6910 is merged, could you please rebase master ? Thank you!

This seems similar to the commit 91f1edb which updated the version before.
So looks good for me.
